Well you can always buy one, but if you are making it the best thing would be to go to a fabric store and ask if they have any black see-through fabrics. What your looking for is scrim material. Scrim is a cloth that is woven in such a way that if light is shone from the front onto it, the material is opaque, but if it is shone from behind it is see through.

People who are blind are better at hearing, and people who are deaf are better at seeing..
If a person was say, blindfolded or had something thick enough around their ears for a long enough amount of time would their perceptions heighten?
Yes, if they were disabled long enough.
